CrossTalk: Big talk, empty words?

Big talk, empty words? How else to interpret the contradictory pronouncements coming out of European capitals on the subject of Ukraine? Bluster and threats are not a coherent policy. In fact, it is an indication of panic. Russia meanwhile, does not bluff, it acts.
